Sir: I transmit a copy of a communication of the 12th instant from Brigadier General E. D. Townsend, addressed to me by direction of the Secretary o War, in relation to the alleged manufacture of Greek fire at Windsor, Canada to be used by rebel emissaries in attempts to burn certain cities of the United States. I will thank you to lay a copy of the paper before Earl Russell, with a view to the adoption of such preventive measures as may be practicable.
