Department of State, Washington, November 30, 1866.
Sir: The Messrs. Baring, in reply to a letter from the department on the subject, have stated that it would not be convenient for them to purchase bills on you for the surplus of the Chinese indemnity. They suggest that you be authorized to purchase bills on London with that surplus, and remit the same to them.
The department has informed them that this suggestion, if adopted at all, probably would not be carried into effect until after the next session of Congress.
