WAR DEPARTMENT,

SIR:

I have the honor to acknowledge the receipt of a resolution of the House of Representatives calling for certain information with regard to the disastrous movement of our troops at Balls Bluff, and to transmit to you a report of the Adjutant-General of the U. S. Army, from which you will perceive that a compliance with the resolution at this time would, in the opinion of the General-in-Chief, be injurious to the public service. i
