WAR DEPARTMENT,

Hon. Joun G. DOWNEY, Governor of California, Sacramento City, Cal. : Please organize, equip, and have mustered into service, at the earliest date possible, four regiments of infantry and one regiment of cavalry, to be placed at the disposal of General Sumner.
