Sir: Having great confidence in the good judgment of General Stahel, and knowing that his experience in the management of mixed cases both in China and Japan has given him practical acquaintance with the subject, I sent to him, unofficially, copies of the memoranda on procedure in mixed cases between our people and subjects of China, and asked his views. He has responded under date of December 10, and I have now the honor to place his letter before you.
