Sir: In reply to your despatch No. 290, of the
21st ultimo, in which you ask to he advised what are the existing
regulations in the United States as to the purchase of cotton, &c., by neutrals,
the character of payment, and facilities of exportation allowed by our
government, I herewith enclose a printed copy of the regulations
prescribed by the Secretary of the Treasury concerning internal and
coastwise intercourse, and the accompanying orders of the Secretary of
War and Secretary of the Navy; to which are appended the acts of
Congress approved July 13, 1861, May 20, 1862, and March 12, 1863, and
the proclamation of the President.
