Sir: Your despatch dated July 3 (No. 11) has
been received.

I am quite content, under existing circumstances, with the disposition
you propose in that paper to make of the subject of passports, and I
acquiesce very cheerfully in the views which you take of the importance
of vigilance in regard to the movements of disaffected citizens of our
own country travelling in Europe.
