Sir: Your despatch of December 25 (No. 281) has
been received. The President has expressed to me his pleasure that a
consideration here of Earl Russell’s note upon the case of the “290” be
reserved until we shall be able to have the advantage of a perusal of
the note which you have authorized us to expect you would address to
Earl Russell, explaining and reaffirming the views which you had
heretofore submitted in regard to that important subject.
