HEADQUARTERS EIGHTEENTH ARMY CORPS,

August 14, 1863. GENERAL: I have the honor to report my arrival, and that I have assumed command of the Eighteenth Army Corps, in pursuance of your instructions of the 12th instant. Brigadier-General Palmer reports everything quiet in North Carolina. To-morrow I shall proceed on a tour of inspection.
