Sir: I transmit herewith, for your information and that of Mr. Avery, a copy of an instruction of the 26th instant, No. 65, which has been addressed to John A. Bingham, esq., the minister of the United States in Japan, with an inclosure, both relating to the subject of co-operative action between the United States and other western powers in that country.
