Sir: I have to acknowledge the receipt of your dispatches numbered 968, 969, 970, and 971.
Referring to your No. 968, relating to a convention for the amelioration of the condition of prisoners of war, to be held at Brussels in July next, it does not seem that the United States are called upon to take part therein.
