Sir: Referring to my No. 179, of the 30th ultimo. I transmit here with, for your information, a copy of an instruction of the 6th of June last, No. 43, to John A. Bingham, esq., our minister in Japan, relative to the authority conferred by the act approved June 22, 1860, on ministers of the United States in countries where rights of exterritoriality are granted.
