Mr. Fish to Baron Gerolt.

The undersigned, Secretary of State of the United States, has the honor to acknowledge the receipt of the communication of the 12th instant, addressed to him by the envoy extraordinary and minister plenipotentiary of the North German Union, relating to violations of international law alleged to have been perpetrated by French troops.

The undersigned avails himself of the occasion to renew to Baron Gerolt the assurance of his highest consideration.
