Sir: With reference to your No. 130, of 5th of February, inclosing a copy of a correspondence between yourself and Viceroy Li Hung Chang, upon the subject of sending to the United States a number of Chinese youths to be educated, I have to request you to inform the viceroy that I will gladly render such counsel and advice in the matter as may be in my power.
