Sir: I transmit herewith for your information a copy of dispatch, No. 425, of the 2d instant, addressed by this Department to Mr. George F. Seward, consul-general of the United States at Shanghai, in relation to the arrest of General Le Gendre, late consul of the United States at Amoy, on account of his connection with the Japanese expedition to Formosa.
