HEADQUARTERS DEPARTMENT OF THE PACIFIC,
San Francisco, July 26, 1861.
Capt. WILLIAM H. GARDNER, Commanding Navy-Yard, Mare Island, Cal. :
CAPTAIN: Captain Boggs has just shown me a letter from the Treasury Department directing the Shubrick to be laid up. Therevenue cutter is also to be returned to her owners immediately, which leaves no Government steamer about this harbor. This seems to me very unsafe and will certainly encourage attempts to resist the authority of the Government. If you have the power to keep the Shubrick in commission till you can hear from Washington, I would respectfully and earnestly recommend that it be done.
