Sir: Your dispatch No. 131, of the 10th instant, relative to the Jastram affair, has been received. The Department congratulates you that the energy and perseverance with which you have followed up that difficult case has at last been crowned with success, and that it has been adjusted upon a basis compatible with the honor of both Governments.
