Sir: Your dispatch of the 15th ultimo, No. 4, inclosing, with extracts from the German press, a copy of your note of the 14th ultimo to Prince Bismarck, congratulating him upon his escape from assassination, has been received.
Your action in congratulating the prince, as “communicated by telegraph, has already been approved in No. 684, trom the Department.
