Sir: I herewith enclose a copy of my note to the new minister of foreign affairs, Count Trys. I attended his first conference on the 9th instant. He is evidently a gentleman of culture and is of good address. The proposed amendments to the constitution rejected by the ministry have been accepted. I called the attention of Count Trys to the application of the American and Brazilian Steam Navigation Company, and which I had placed before the late minister, Mr. Blumhe. He referred me to Mr. Vedel, the director general of the foreign ministry. From him I learn that the government will wait the report of the governor of St. Thomas.
