Sir: Your despatch of the 18th of August (No. 199) has been received. I thank you for the attention manifested in sending me the two publications, that of our late consul general in Egypt, Mr. DeLeon, in favor of the treason against the United States, and that of Mr. Laboulaye, in support of the American Union.
Should occasion offer, you will gratify the President by expressing his acknowledgments to Mr. Laboulaye for the inestimable service he has rendered our country at a time which is trying the sincerity of the friends of constitutional freedom throughout the world.
