My Dear Lord Lyons: I have the honor to acknowledge with great satisfction the receipt of your note of yesterday, enclosing a copy of an order on the subject of intercourse with blockaded ports, which has been addressed by Vice-Admiral Sir Alexander Milne to the officers in command of her Majesty’s ships under his orders.
