Mr. Seward to Mr. Mercier.
Department of State, Washington, April 4, 1862.
Sir: I have not yet received from Mr. De Long, our consul at Tangier, a perfect report of the arrest and other proceedings there in regard to the pirates of the Sumter. So soon as I obtain the needed information, I will ask the attention of the President to the view of that transaction submitted to me by you in our conversation of yesterday.
I avail myself of this opportunity to renew to you, sir, the assurance of my high consideration.
