Mr. Seward to Lord Lyons.
Department of State, Washington, February 25, 1864.
My Lord: In reply to the letter of this department, which was accompanied by a copy of your two notes under the respective dates of the 19th and 20th instant, relative to Mr. Jonathan Steele, the captain of the British steamer Banshee, the Secretary of the Navy represents that the Navy Department has given instructions for the release of Mr. Steele.
