Sir: Your despatch No. 27, of 24th April last, has been received, containing an account of your prompt despatch of a messenger to President Juarez of Mexico, and the reasons why he proceeded by the overland mail route to San Luis Potosi.

The alacrity with which you executed the instructions from this department is deemed highly commendable.
