Sir: I have the honor to acknowledge the receipt of your communication of the 2d instant, in regard to French subjects residing in the insurrectionary districts of the United States who may desire to leave those districts. In reply, I have the honor to inform you that the subject will receive attention. Accept, sir, a renewed assurance of my high consideration.
