Sir: Your dispatch No. 244, of the 19th ultimo, on the subject of the indemnity from Japan under the convention of Yokohama, has been received.

In reply I have to state that the proposal contained in the verbal note which accompanied that communication is concurred in by the Executive, subject to the constitutional approval of the Senate of the United States. You may, however, regard the proposal as definitively accepted by us.
