Sir: Your despatch of August 8, No. 353, has been received. The course pursued by you on receiving my instruction enclosing the President’s proclamation in regard to the harboring or giving of hospitality to insurgent cruisers and the proceedings of the Portuguese government in relation thereto were doubtless sufficient, and they are satisfactory. It is for the government of Portugal to decide whether it desires to be undemonstrative in the matter. We ask nothing.
