Sir: Your despatch of September 16 (No. 155) has been submitted to the President. I am authorized to express his high satisfaction with the loyalty and zeal which pervade the paper, and to assure you that your suggestions concerning the conduct of the administration in the very important crisis which is upon us will receive the most deliberate consideration.
