Sir: I call your attention to the enclosed copy of a despatch from Mr. M. A. Jackson, United States consul at Halifax, and of an extract from a late Charleston paper by which it was accompanied, in regard to the proposed building in England of a number of fast-sailing steamers for the purpose of running the blockade of Wilmington with troops from Poland to the number of thirty thousand.

You will exercise your usual vigilance towards thwarting the scheme referred to.
