Mr. Seward to Mr. Mercier.
Department of State, Washington, December 16, 1862.
Sir: Referring to my note of the 10th instant, relative to the imprisonment of the Messrs. Lemore, alleged French subjects, residing at New Orleans, I now have the honor to inform you that, by a letter of the 12th instant from the War Department, I learn that General Butler has been instructed to remit the punishment of the ball and chain and hard labor, to which they had been subjected.
