William H. Seward to Edward de Stoeckl, July 2, 1864

Mr. Seward to Mr. Stoeckl

Sir: I have the honor to acknowledge the receipt of your note of the 5–17th ultimo, communicating to me a copy of a new regulation concerning merchant vessels of all nations which may arrive at Cronstadt, and informing me that this special law is intended for the benefit of the municipal revenues of Cronstadt, for the cleansing of vessels.

I have the honor to inform you that in compliance with your request I have ordered the publication of the regulation.

Thanking you for the information thus imparted, I beg you to accept, sir, a renewed assurance of my high consideration.
