Mr. Seward to Mr. de Stoeckl
Department of State, Washington, August 13, 1867.
Sir: I have the honor to inform you that Brigadier General Lo vell H. Rousseau has been appointed by the President the commissioner on the part of the United States to receive from the commissioner appointed on behalf of his Majesty the Emperor of all the Russias the territory ceded to the United States by the treaty of the 30th of March last. A copy of the instructions which have been given to General Rousseau for his guidance in executing that trust is herewith communicated for your information and that of your government.
I avail myself of this occasion, sir, to offer to you a renewed assurance of my most distinguished consideration.
