Sir: 1 transmit herewith a copy of a despatch of the 10th instant, No. 95, from Mr. D. Thurston, vice-consul general of the United States at Montreal, Canada, and of my reply thereto, of the 16th instant, No. 61, relative to the proceedings of the Canadian authorities in regard to prevention of hostile expeditions from the British provinces against the United States. I fear that after all, either through deficiency of the laws or error in application of them, the outrages may be continued, the consequences of which I have already sufficiently indicated.
