Department of State, Washington, July 8, 1862.
Sir: As inquiry may be made of you as to the approbation by this government of a treaty recently concluded by Mr. Corwin with the government of Mexico, by one of the stipulations of which a sum of money was to be paid to that government, I have to inform you that the instrument was submitted to the Senate, but the Committee on Foreign Relations of that body has reported adversely thereon. It is not probable, therefore, that at this session at least the Senate will advise and consent to the ratification of the treaty.
