Mr. Seward to Mr. Adams.
Department of State, Washington, July 15, 1863.
Sir: Port Hudson unconditionally surrendered on the 9th of July. Bragg is reported to be retreating from Chattanooga. Lee is retiring from the Potomac. The movement at Charleston has begun favorably.
