Sir: Everything that I can learn from various influential quarters here confirms the impression made upon me, * * * that Germany will not sell any more silver, but that she will make reissues. I find this to be the opinion of influential members of the German Parliament with whom I have recently conversed, an opinion not born especially of hope, since it is shared by many who are most opposed to the policy.
