Sir: I have to acknowledge the receipt of your dispatch No. 204, of August 28 last, reporting the decision of the Chinese Government in the matter of the Yang-tse junk regulations, and to say that, in view of all the facts now before it, the Department is not supposed to question the justice of the conclusion reached by that government.
