Hon. JAMES A. SEDDON, Secretary of War, Richmond, Va.: DEAR Sir: To obviate any further difficulty in regard to carrying out cotton by the Collie Line of steamers, the agent of the owners pro-
poses to sell an interest to the Confederacy in those steamers of onefourth, which would give one-half of the cotton for the Confederacy and this State. I hope you will accept this proposition.
