Sir: I have the honor to inclose herewith a copy and translation of a note from his excellency Benedetto Cairoli, president of the council of ministers, acting as minister of foreign affairs in the absence of Count Corti, incumbent of that ministry, now in attendance on the congress of Berlin, by which the acceptance of the proposal of the Government of the United States for an international monetary conference is expressed, and information is asked as to the place and time appointed for the meeting of the conference.
