Sir: With reference to my note of the 31st ultimo, I have now the honor to inform you that Her Majesty’s secretary of state for the colonies has received a telegram from the governor of Victoria, stating that the free use of their telegraphs has been granted by the governments of Victoria and South Australia to the American astronomers engaged in observing the transit of Venus.
