Legation of Russia, Washington, June 26, 1877. (Received June 26.)
Sir: His Majesty the Emperor, my august sovereign, deigned to order on the 29th april,/11th May, last, that any vessel sailing under a neutral flag should have the right, during the entire duration of the present war with Turkey, to engage in the coasting trade between the Russian ports of the Black Sea and the Sea of Azov.
In bringing this decision to the knowledge of the Federal Government, I avail myself of this occasion to beg you, Mr. Secretary of State, to accept the assurance of my very high consideration.
