Señor Romero to Mr. Seward

Mr. Secretary: In conformity with the promise I made in my interview with you in the State Department this morning, I have the honor to enclose the copy of a communication addressed to me, on the 21st instant, from Elizabeth-port, by Don Antonio Lopez de Santa Anna, in which he offers his services to the Mexican government, and my answer* to it of yesterday, informing him that I was not authorized to consider the proposal, but would submit it to my government.
