Señor Romero to Mr. Seward
Mexican Legation to the United States of America, Washington, March 18, 1866.
Mr. Secretary: I have the honor to transmit to you, for the information of the government of the United States, some extracts from a pamphlet entitled “The Foreign Question,” which was published on the 31st of December last, in the town of Paso del Norte, the present seat of the national government of Mexico.
It contains a short and correct account of political occurrences in the Mexican republic during the months of October, November, and December, 1865.
I am pleased with this opportunity to renew to you, Mr. Secretary, the assurances of my most distinguished consideration.
