Sir: I have the pleasure to inform your excellency that the treaty for the settlement of the boundary question, concluded between Chili and the Argentine Republic, having been approved by the Congresses of both nations, has been ratified, and that the ratifications have been exchanged.
As very valuable services were lent in the conclusion of that treaty by the honorable ministers of the United States at Santiago and Buenos Ayres, my government through me, performs the pleasing duty of returning its warmest thanks to your excellency, as it has already done personally to the distinguished diplomatist Thomas H. [meaning A.] Osborn.
