Sir: Referring to your note of the 18th of January last, I have the honor to inform you that Earl Granville has requested me to communicate to you the substance of a dispatch received from Her Majesty’s minister at Caracas, which is to the following effect: Mr. Baker, the United States representative, has informed Her Majesty’s minister that he will submit to him the proposals which he contemplates making to the Venezuelan Government with regard to the custody of ships’ papers; and should they appear to meet the circumstances of the case, Her Majesty’s minister, in compliance with his instructions, will support Mr. Baker in a note to be addressed to the Venezuelan Government.
