Sir: Referring to my dispatch No. 349, I have the honor to state that having made known the contents of the communication of Secretary Richardson to this government, I am requested, by authority of the President, to inform the Department that Ecuador is prepared to accept such code of signals, &c., as may be eventually agreed upon by the United States and other leading maritime powers.
