No. 548. Mr. Robeson to Rear-Admiral Davis.

Sir: I transmit herewith a precept addressed to you, as president of a naval court of inquiry, ordered to convene at the Navy Department on the 7th instant, for the purpose of inquiring into the causes of the foundering of the steam ship Virginius, recently delivered to the United States by order of the government of Spain.
