Lord Lyons to Mr. Seward.
Washington, February 21, 1862.
Sir: I will, without any loss of time, communicate to her Majesty’s government the note which you have to-day done me the honor to write to me with regard to Earl Russell’s despatch to me, of the 23d of last month, on certain questions of international law connected with the case of the Trent.
