Col. GEORGE WRIGHT, Ninth Regiment of Infantry, Comdg. District of Oregon: Str: In reply to your communication of the 9th instant the general commanding the department instructs me to say that the propriety and necessity for the movement of troops within your district, whether of a temporary or permanent character, is left discretionary with yourself. The general wishes you to make such disposition of the force under your command as will best secure protection to the inhabitants against Indian incursions. While he hopes that this force will enable you to accomplish the purpose desired, yet, should you find it insufficient you willavail yourself of the authority granted in a former letter to call into service volunteers, either from Oregon or the Territory of Washington.
