HEADQUARTERS DEPARTMENT OF THE PACIFIC,

San Francisco, August 1], 1861. Lieut. Col. GEORGE ANDREWS, Sixth Infantry, Commanding Fort Yuma, Cal.: Str: The general commanding the department desires you to send to these headquarters any officer of your command whose seditious words or actions indicate a want of loyalty. You will make no mention of the cause in the order. The contents of this letter will not be made known.
